学习型社会不仅是一个理想的社会图景,而且是一个实在的建设方案。在学习型社会,学习的地位将获得本质性提升,学习变成一种基本的生活方式,成为一种终身享用的福利,全社会的学习资源以新的方式整合起来,教育机构成为全社会的学习资源组织中心。这呼唤在全社会建设学习网络过程中,教育机构要率先向学习型组织转变。未来教育改革的定向应是根据学习型社会的要求转变教育的功能结构,面向全体社会成员开放学习资源。

The learning-based society is not only an ideal social pattern, but also a feasible construction program. In the learning-based society, the position of learning is improved substantially as a basic way of life and a lifelong welfare. In addition, the learning resources of the whole society is integrated in a new way and educational institutions will become the organizational center of all learning resources. In the construction of a learning network in the society, educational institutions should take the lead in the transition to learning-oriented organization. The future educational reform is oriented for transforming the functional structure of education according to the requirement of the learning-based society and opening learning resources to all members of the society.
