进入新世纪的社区教育,应坚持以新的科学理念解读社区教育的本质内涵—促进人的全面发展;坚持长远目标和分段实施结合;坚持基本标准的统一性和发展模式的多样性结合;坚持面向全员和突出重点结合。完善社区教育这一社会系统工程,重在积极探索并建立有利于社区教育持续健康发展的科学的运行机制。

At the beginning of the new century, the development of community education should be guided by science-based ideas. Efforts should be made to persist in explaining the substantial connotation of community education for the all-round development of human beings and insist on the integrations between the long-term aim and the stage implementation, between the consensus of basic standard and the diversification of development mode and between the service to all social members and emphasis on selected aspects. The key link for the optimization of community education as a social system program lies in the positive exploration and establishment of the operational mechanism beneficial to the healthy and sustainable progress of community education.
