This paper discusses a method of establishing unified technique capability standard for software evaluation laboratory. It focuses on setting up a quantitatively mapping relation between software quality metric model and software testing model, and centralizes two factual technique capability standards now in software evaluation laboratory into one body, finally considers ISO/IEC 9126 standard as the unified technique capability standard for software evaluation laboratory.
