四、党的十六大把对"三大规律"的认识提升到了新水平 党的十六大科学地总结过去、规划未来,提出了新世纪新阶段党和国家的奋斗目标和行动纲领,为中国特色社会主义事业的发展进一步指明了前进方向.

This paper elaborates that a better understanding of Three Great Laws is the requirement of strengthening the Party's construction in an all-round way in the new century and the objective demand of having a firm faith in the socielist road with the Chinese charactoristics and the society with moderate prosperity . It also clarifies systematically that the connotation of Three Great Laws and their differences, discusses the nature of the laws and the methods of their realization . explains that the key to carrying out the laws is to implement Three Representatives in an all-round way, expounds that the 16th National People's Congress has lifted the understanding of the Laws to a brand-new stage, and further explores that the essential approach to deepen the understanding of the Laws is to persist in some principles ,such as practice being first, seeking truth from facts, system controlling, theory innovation and advancing with times.
