摘要
农民工是工业化进程中向城市转移的农村剩余劳动力,他们在向城市转移的过程中,遇到了许多制度壁垒,以户籍制度为中心的系列制度使农民工在城市的就业、生活处于受限制、受歧视的地位。本文分析了造成农民工这种“非市民待遇”的原因,探讨了各级政府应该如何解决这一问题,营造与“市民待遇”相适应的公正、公平的用人环境。
Peasant workers, as the surplus labor force, meet many institutional barriers in the course of their transfering from rural areas to big cities in the process of industrialization. A series of institutional arrangements, especially census registration rules, appear to be discriminating against peasant workers in the fields of employment and daily life. The reasons why peasant workers have received unequal treatment are analyzed in this article; and it goes further to put forward solutions that the government should take some measures to eliminate the existing institutional barriers; thus create a fair and just employment environment .
