统筹城乡发展急需户籍制度改革

户籍管理制度是适应计划经济体制的产物,在中国已实行了近50年,但在社会主义市场经济体制确立10年之后,现在已成为制约城市化进程和限制经济发展的制度性障碍,已到了必须对户籍管理制度进行改革的时候。"十五"计划明确提出"要不失时机地实施城镇化战略",十六大提出"统筹城乡经济社会发展"的发展新思路,这是针对我国目前城乡经济发展提出的重大战略举措。改革户籍制度是统筹城乡经济,加快城市化步伐、转移农村剩余劳动力、增加广大农民收入、扩大国内需求等方面的要求。

Domicile control system is established in the planned economy and has been carried out in China for nearly 50 years. Now it acts as an obstacle to the urbanization and economic development. The reform on such system will for sure to realize the strategy established by the 16th CPC and the '10th -five-year' economic development plan, increasing the income level of peasants and benefiting the transfer of rural surplus labor force.
