改革开放以来 ,社会主义市场经济体制的建立和社会主义民主政治的完善为我国非营利组织的迅速发展提供了一定的制度和资源保障。然而从总体来看 ,政府对非营利组织的管制仍比较严厉 ,我国非营利组织仍处于起步阶段 ,自身建设存在诸多问题 ,其职能也未得到充分有效的发挥 ,这些导致了我国非营利组织面临较为严重的合法性危机 ,制约了其进—步发展。我国非营利组织若要得到最大限度的发展 ,必须要具备充分的合法性 ,政府对非营利组织的管理也必将步入法制化的轨道 ,非营利组织的政治性将逐步淡化 ,社会性逐步增强。

Since the reform and opning to the outside world,the founding of the socialist market economic system and the perfecthig of the socialist democratic politics have provided the assurance in system and resources.Totally the government controls the non-profit-marking organzations a bit severely Cetainly these organizations are in the stage of starting and have their own shortcoming and their function hasn't been made full use of .So these factors lead to the severe lawful crisis of the non-profit-making organizations and restrict their further developmint.If the non-profit-making organizations want to have the non-limiting development,they must be lawfully.The government would control them systematically.And their politics will be gradually weakened and their social will be strengthdned socialization.
