制约农民问题的关键是建国以来所实行的城乡分治政策和体制。我国农村改革忽视了对传统经济体制和政治体制的冲击,市场对农村资源不能起基础性配置作用。农民的非国民待遇,造成宪法规定的公民权利和自由得不到落实和尊重,农民在经济上的不独立,以及与基层政府的利益矛盾日益加剧,导致农村的民主机制不能保证农民的合法权益。
