摘要
公平与效率不是同质的范畴,公平具有浓重的伦理色彩,其永恒的标准是其社会性,是"社会良心"的体现,社会标准、发展标准是评判是否公平的真正尺度。公平与效率关系既对立又统一,其本质是现代市场与政府关系的集中体现,两者应在不同时点、不同层次领域实现辩证的统一,制度设计应站在战略的高度把握好公平与效率的关系。
Equality and efficiency are not concepts of the same category. Equality has a strong connotation of ethics. Its perpetuation depends on society. It is an embodiment of the social conscience. Criteria set by society for the sake of progress are the real touchstones for the existence or absence of equality. The relationship between equality and efficiency is paradoxically contradictory and interdependent. By nature, it is the relationship between free market and government regulation. The two must cooperate so well that each dully fulfills its own function at all right times and on all necessary occasions. To achieve this, it is necessary for the government to manipulate the relationship between free market and government regulation from a strategic point of view.
