高教园区要注重硬、软环境建设。园区文化建设要把握其特点和原则,明确主题,形成教育的"硅谷",为大学生成才与就业营造良好的文化环境,达到"文化育人"的目的。

Importance must be attached to the construction of the software and hardware environment in the HigherEducation Zone. As to cultivation of the cultural atmosphere, its characteristics and principles must be kept in mind, and its themes should be defined, so that an educational 'Silicon Valley' can be established, a better cultural environment for college students' study and future career can be created, and the purpose of 'cultivation via culture' can be attained.
