吸引外国直接投资已经成为当今大多数发展中国家促进经济发展的一个重要手段。虽然加入多边投资框架、承诺遵守一个全面的具有法律约束的多边投资规则 ,可以改善发展中国家投资政策环境的稳定性 ,提高投资者信心 ,吸引那些在不承诺时不会发生的投资 ,但发展中国家现阶段加入这一框架却存在过度承诺的可能和风险。由于多边投资框架对发展中国家在权利和义务上的不平衡 ,维持现有国际投资规则并逐步向多边投资框架过度是发展中国家当前的明智抉择。

Direct foreign investment has now become an important source of economic development in most developing countries.Although participation in a multilateral investment framework and compliance with its overall regulations under its binding power can improve the stability of the investment policy environment and strengthen the confidence of foreign investors, thus attracting investment which otherwise would not take place,the possibility and risk of over-commitment still exist for developing countries.Due to the imbalance of their rights and obligations in the proposed multilateral investment framework, the most sensible choice for developing countries at the present stage is to maintain the existing international investment regulations and to progressively join a binding multilateral framework.
