National Ethics:From “South Wind”to the Ideal that the People are the Foundation of a Country

国家管理者的道德诉求称为国家伦理,其主要体现在民本观念上。中国五千年来民本观经历了两次大的嬗变。二十世纪以前推崇以民为本的观念,之后则不断追求民之所本的实现。

The moral pursuit of the ruler of a country is called national ethics , which is embodied in the idea that the people are the foundation of a country. This ideal has undergone two major evolutions in the past 5000 years in China : the high praise for it before the 20th century and the constant pursuit to realize it in the years after.
