§1专家选优评估系统 定义1 S=S(m,n,t_1…t_k)称为专家选优评估系统。其中:m为评审专家数;n为需排序的评审对象数;k为评审轮次,每轮结束后需公布、或实际上已公布评审结果;t_r(r=1,…,k)为第r轮中评审的指标R_(rs)(s=1,…,t_r)的个数。 根据专家在同一轮次中,采用按对象的评审次序逐一公布结果。

Expert evaluation is an effective method for the. quantification of indices which could not be quantified directly, especially in the ' optimum-seeking evaluation' during the sequencing for the evaluated, it could almost be applied into all of the sequencing problems with the indices that could not be quantified directly. In this paper, the 'level' and 'bias' are examined during the evaluation of the ' expert' , putting forward the quantitative method with weighted means in respect to the 'level and biasrevision weights'.
