摘要
一、引言 对干部队伍实行科学管理,是我军革命化、现代化、正规化建设的需要,因而,从总体上科学地对干部队伍进行规则、预测和控制,是高级管理部门的一项重要任务。干部队伍的管理,政策性很强,涉及的问题很多。从系统工程的观点来看,对一个部门干部的规划、培养和使用,就是对一个系统的设计和控制,因此,如何保持这个系统的良性循环,是一个很重要的问题。 军队干部系统具有干部系统的一般性质,如每年都可能有人晋升、留任、调进调出、离休退休等。
This paper proposes two models for military officer requirement. One is a determined network programming model. The objects of this model can be selected by decision-makers with different views. The other one is a simulation model, it can simulate the change of military officer team on computer year by year. Decision-makers are easy to execute their opinions. In both models, time (year) and three attributes of officers (rank, period time holding this rank and age) were concerned.
