摘要 为减少铁路客运诸多不确定因素给乘客带来的风险,提升铁路客运的安全性,在分析我国铁路客运系统风险管理现状的基础上,从铁路客运人员、设备、环境以及管理4个方面识别风险事件,并建立风险分析评价模型,分析铁路客运安全管理系统,判定风险事件,进而制定针对性的风险控制策略。研究结果表明:铁路客运主要风险源为人员因素;造成踩踏风险事件的主因为车站入口处以及检票处人群密集。所构建的风险评价模型有助于提高风险评估的准确性,根据其评价结果,制定风险控制策略,可有效减少不同类型风险事件的发生。 In order to reduce the insecurity problem caused by uncertain factors of railway passenger transport,and improve the safety of transportation,the risk events were identified from 4 aspects of railway passenger transport personnel,equipment,environment and managementbasedon analyzing the current situation of railway passenger transport system risk management. Risk analysis and evaluation model were set up. The railway passenger safety management system was analyzed, and the risk events were determined,and then the targeted risk control strategies were formulated. The results show that,the main risk source of railway passenger transport is the personnel factor. The main cause of stampede risk is crowds at the entrance of the station and at the ticket office. The risk assessment model is helpful to improve the accuracy of risk assessment. The risk control strategies set according to the results of its evaluation can effectively reduce the occurrence of different types of risk events.
