加强专用铁路运营安全管理研究 被引量:3

摘要 随着铁路行业改革的逐步深化以及'公转铁'政策的持续推进,专用铁路货运量不断攀升,但其面临的困难也已凸显,如何在新形势下加强专用铁路运营安全管理显得尤为重要,基于国家法律法规建设以及专用铁路运营现状,分析政府社会机构、接轨运输企业、产权单位等在专用铁路运营安全管理方面的职责,梳理归纳影响专用铁路运营安全管理的因素,利用层次分析法(AHP)构建影响因素评价体系,并在此基础上重构专用铁路运营安全管理体系,提出保障专用铁路运营安全管理的建议性措施。研究成果可为加强专用铁路运营安全管理提供依据。 With the gradual deepening of the railway industry reform and the continuous advancement of the'road to rail transport'policy,the volume of special purpose railways freight has continued to climb,but the difficulties the special railway freight is facing has been obvious.How to strengthen the safety management of special purpose railways operation is very important in the new situation.By combining with the state laws,regulations construction and the special purpose railways operation,the responsibilities of government social institutions,transportation enterprises,and property investment units in the safety management of special purpose railways operations were analyzed,and the factors affecting the safety management of special purpose railways operations were summarized.By using the AHP,an evaluation system of influencing factors was established and based on the system.Based on these prioritized class of sequence,safety management system of the special purpose railway operation was reconstructed,and the suggestion measures to guarantee the safety management of special purpose railways operation were proposed.The research results provide a basis for strengthening the safety management of special purpose railway operation.
