建立农村土地流转新机制的几点思考

Some Thoughts About Establishing the New Mechanism of the Countryside’s Land Circulation

党的十七届三中全会指出,允许农民以转包、出租、互换、转让、股份合作等形式流转土地承包经营权,发展多种形式的适度规模经营。随着这项重大决定的实施,农村土地流转的规模和速度必将呈现加速发展的趋势。在当前土地流转日益加速的大趋势下,如何创新机制,使土地流转更趋于规范、合理和高效,值得深入研究。

Party’s 17th session of third pointed out that farmers were allowed to circulate the rights of land management by subcontracting,letting,exchanging,transferring,stock cooperation and so on. They were also allowed to develop many kinds of moderate large-scale management. With the implementation of this significant decision,the scale and the speed of the countryside’s land circulation will certainly show the tendency of developing speedily. Under the major tendency of the current fast land circulation,how to innovate the mechanism and make the land circulation more standard,reasonable and effective is worth studying thoroughly.
