“省直管县”财政管理体制的成效、问题及对策探讨

Probe into the Effects,Issues and Countermeasures of "Provincial Governing County" Financial Management System

"省直管县"财政管理体制是为克服"市管县"体制中"市压县"、"市卡县"、"市吃县"、"市刮县"等造成县级财政困难的弊端,促进县域经济发展而"呼唤"出来的,是当前值得继续推行的政策。笔者对"省直管县"财政管理体制的推行及取得的成效进行了阐述,指出了其在现实操作中存在的问题,并提出了完善"省直管县"财政管理体制的几点对策建议。

"Provincial governing county" financial management system is to overcome the drawbacks which creates county-level financial difficulties of "urban pressure county","city card county","city eating county," "city scraping county" in"municipal governing county" system and to promote the county’s economic development but "calling out".This system is currently worth continuing to implement policies.The writer states the "provincial governing county" financial management system’s implementation and the results achieved,points out the existed problems in real operation and puts forward a few countermeasures and proposals of perfecting"provincial governing county "financial management system.
