为深入贯彻落实党的十七大和十七届三中、四中全会精神及中央组织部、国务院扶贫开发领导小组《关于加强贫困地区农村基层党组织建设推动扶贫开发整村推进工作的意见》,加快贫困地区全面建设小康进程,开展贫困地区农村基层党组织建设和扶贫开发推进工作,实行"领导办点、部门联村、三级联创"的方式,加强贫困地区农村基层党组织建设和扶贫开发推进工作,是巩固党的执政基础、全面建设小康社会的必然要求,是改变贫困地区落后面貌、实现统筹城乡发展和区域发展的有效措施。

In order to thoroughly implement the spirits of 17th National Congress of the Communist Party of China,3rd and 4th Plenary Session of the Seventeenth Central Committee of the Communist Party of China,Central organization department,and the State Council Leading and Development Group for Poverty Alleviation "on strengthening the building of basic-level organizations in poor rural areas and promoting poverty alleviation and development work in an entire village ",speed up the process of building a comprehensive well-off society in poor areas,carry out poverty-stricken areas of rural basic-level party organizations and promote poverty alleviation and development work,implement " leadership in joint villages,three levels of innovation "approach,strengthen the building of basic-level party organizations in poor rural areas and promote poverty alleviation and development work.They are necessary requirements to consolidate the party’s ruling foundation,build for well-off society,and the effective measures to change the face of poverty and backwardness and achieve urban and rural development and regional development.
