"Happy Farm" is a form of leisure travel and the development direction of modern tourism. Leshan City has unique condition of developing "Happy Tourism" and contains far-reaching development potential. This paper analyses the travel condition, potential and policy, providing realistic theoretical reference for the in-depth development of "Happy Farm" in Leshan City. The proposition of Leshan "Happy Farm" development strategies not only learn from the mature experience of other parts, but also closely are integrated with existing tourism resources and cultural environment of Leshan City.
