试论政府在基础教育发展中的主体责任

On the Main Responsibilities of Government in the Development of Basic Education

基础教育的建设是科教兴国的基础工程,基础教育的发展对提高中华民族整体素质、培养各级各类人才,促进中等富裕国家建设具有深远的影响,党和政府历来十分重视基础教育工作。中共十八届三中全会《关于全面深化改革若干重大问题的决定》,更是进一步强化了政府在基础教育发展中的主体责任。当前我国地方政府对教育的履职情况如何,地方政府到底对本区域教育改革和发展负有哪些主体责任,地方政府应如何履行主体职责,文章在大量实证研究的基础上,对这些问题作了一些较为前瞻的理性分析,形成一些初步的结论,试图从理论层面为政府改革提供某些借鉴。
