本文简要介绍了《出版管理条例》出台的背景与过程,以及几次修订的情况,重点对《出版管理条例》中有关公民出版自由条款设立的原因和有关规定进行解释与说明,对制定出版单位审批制、出版单位主办主管制度等重要制度的必要性及在实践中遇到的问题、解决的办法进行回顾与思考。

After a brief review of the background and process of releasing the Regulations on the Administration of Publication,as well as several times of amendments to it,the Paper focuses on describing and explaining the reasons for including the article about citizens’freedom of press and relevant provisions.Besides,it also conducts a review of and thinks over the necessity of providing that"the application for establishing a publishing entity shall be submitted to the administrative department for publication under the State Council for examination and approval"and that"in order to establish a publishing entity,the applicant shall have the hosting entity and the organ in-charge which are cognized by the administrative department for publication under the State Council",the problems met in practice and solutions.
