文莱“2035宏愿”与“一带一路”倡议对接研究

Analysis of the Connectivity between Brunei Vision 2035 and China’s Belt and Road Initiative

中文两国通过实现'2035宏愿'与'一带一路'的对接,加强两国合作,有着对两国政治、经济、文化等方面的深刻考量,从根本上看符合两国国家利益。本文首先从'2035宏愿'与'一带一路'倡议提出的背景出发,分析其历史定位及战略对接点,提出二者对接具备的现实可能性;其次,分别分析'2035宏愿'与'一带一路'倡议对接的有利条件及其所面临的困难与挑战;最后,提出推动'2035宏愿'与'一带一路'倡议对接的路径:增加高层领导及各级政府部门互访频率;加大资金投入,促进走廊建设落到实处;注重价值输出,促进民心相通;'双轨思路'妥善处理南海问题。

Considering the politics, economies and cultures of Brunei and China, the connectivity between Brunei’s National Vision 2035( BV 2035) and China’s Belt and Road Initiative( B&R) is of great importance for the further development of China-Brunei relationship, and fundamentally serves the interests of both countries. This paper first analyzed the feasibility of the BV 2035 and B&R’s connectivity from the aspect of historical positioning and their docking point, and secondly analyzed advantages, disadvantages and challenges for the connectivity. Based on the results of the factor analysis, the paper put forward some suggestions to promote the BV 2035 and B&R’s connectivity: establishing high-level visits mechanism, increasing capital investment, making full use of the existing financial institutions’ support, emphasizing value output, building people-to-people bonds and wisely addressing the South China Sea issues.
