摘要
党的十七大报告将"基层群众自治制度"纳入到我国基本政治制度当中,是对基层群众自治制度地位的重大提升。改革开放以来,基层群众自治制度不断健全,在体制、机制创新上,组织建设上,以及在队伍建设等方面,都取得了显著的成绩,但是从客观上看,还存在着许多制约其发展的全国性和地区性的问题,需要我们用精心的制度设计和高超的政治技巧来解决,使基层群众自治制度不断健全和完善。
Since the reform and opening the grass-roots self-government system is gradually perfect.It has achieved remarkable results in system and mechanism innovation the organization construction,and the team construction,etc.But in fact,there are many national and regional issues which restrict its development.It needs us to solve them with the system design and superb meticulously o political skills.Then we can make the grass-roots self-government system improve continuously.
