自秦汉起,广州就成为中国与世界各国友好往来的重要门户。自改革开放以来,广州市进一步对外开放,走向世界,开创了多层次、多渠道、多形式、全方位的城市外交新局面。这一新局面是广州对外开放2000多年来的成果。可概括分为雏形阶段、起步阶段、停滞阶段、发展阶段和提升阶段等五个阶段。

Since the Qin dynasties,Guangzhou became the important gateway between China and the world.Since the reform and opening-up,Guangzhou further opened to the world,created a multi-level and multi-channel,many forms and comprehensive city diplomacy new situation.The development of Guangzhou city diplomacy is the achievement of 2000 years of its opening-up.The process can innovatively divided into 5 stages,they are:the stage of embryonic stage,the stage of infancy,stage of stagnation development and the stage of ascension.
