摘要
青海盐湖金属镁一体化项目在项目设计阶段根据国家安监总局发布的安监总管三[2010]186号文件要求,进行了危险与可操作性(HAZOP)分析及安全仪表系统(SIS)的完整性等级(SIL)评估,包括完整性等级(SIL)定级和验算。SIS系统的生命周期管理包含了从风险辨识角度明确设计意图,到实现设计、安装调试、操作维护等各关键步骤。本文介绍了青海盐湖金属镁一体化项目中甲醇装置的SIL评估过程和结论,提出煤化工行业安全仪表系统生命周期管理的要求,也对未来新建大型煤化工装置的安全仪表系统设计和管理要求提供借鉴。
Qinghai Salt Lake Magnesium Integrity Project Methanol Plant has conducted Hazards and Operability(HAZOP)Study and Safety Integrity Level(SIL) Assessment during engineering phase. SIL Assessment has included SIL classification and SIL verification. SIS safety life cycle shall include Hazard and risk assessment, SIL classification, SIS design, SIS Implementation,SIS Operation and maintenance etc. all phase. This paper introduces SIL assessment methodology and process flow in methanol plant that are also applicable for other coal chemical industries.
