简论“新型城镇化”之“新”

On the “New” of the New Type of Urbanization

经历了30多年高速发展的中国城镇化已正式进入'深度城镇化'阶段,未来5~10年是中国城镇化能否避开先行国家城市化弯路、超越'中等收入陷阱'、治理各种'城市病'的最关键时期。在此背景下,新型城镇化成为党中央治国韬略的核心抓手。如何将'集约、智能、绿色、低碳和人文'等理念融入城镇化之中,是本文试图回答的基本问题,笔者从八个方面入手对新型城镇化之'新'的内涵特征与未来突破重点方向给予阐述,为新型城镇化从国家战略到地方实践的落实提供路径选择建议。

After 30 years of rapid development of urbanization, China has officially entered the 'depth of urbanization' stage. The next five to ten years is the critical period in which whether Chinese urbanization can avoid detours, beyond the 'middle income trap' and 'urban diseases'. This article tries to answer the question that How could integrate the concepts of 'intensive,intelligent, green, low carbon and humanities' into the Urbanization? This paper expounds the connotation characteristics of the new urbaniza tion and the key direction of the future breakthrough from eight aspects,which to provide a path for the implementation of the new urbanization strategy.
