According to the principle of conditional access of digital TV.This article puts forward a realization method which adopts inserting ECM into TS and keeping independence of multiplex and CA each other.Inserting ECM into TS makes more easily realize synchronization between the scrambling and descrambling.The separation of CA and multiplex makes CAS more flexibly be realized and more easily be debugged. Furthermore, a more secure scrambler is designed and applied to system successfully.
