在扫黑除恶中对警察执法权威的维护是否得力,直接关系到国家法律的权威和国家稳定的底线。黑恶势力组织化程度提高,与公安机关的对抗性增强;侵害警察执法权威的暴力化、组织化增强,打击处理的难度加大;黑恶势力中高危人口构成社会安全的重大隐患;黑恶势力敌对心理、报复心理、侥幸心理较重。需要从反恐的视角处置黑恶势力暴力袭警,对暴力袭警行为实行'零容忍';完善立法保障警察权威;建立完善维权机制,增加维权的厚度与宽度;健全完善黑恶势力暴力袭警案件的快速处置机制;强化管制刀具的管理;建立完善及时、规范的舆情引导管控机制;组织开展心理疏导和抚慰工作。

Whether the maintenance of police law enforcement authority is effective or not is directly related to the authority of national law and the bottom line of national stability.The degree of organization of evil forces is increased,the antagonism with public security organs is enhanced and the violence and organization of infringing on the authority of police law enforcement are strengthened,which makes cracking down on and dealing with evil forces more difficult.The high-risk population in the evil forces constitutes a major hidden danger of social security,and the hostile psychology,revenge psychology and fluke psychology of the evil forces are more serious.It is necessary to deal with the violent assaults of police by evil forces from the perspective of anti-terrorism,to carry out'zero tolerance'of violent assaults on police officers,to perfect legislation to guarantee police authority,to establish and perfect the mechanism of safeguarding rights,to increase the thickness and width of safeguarding rights,to perfect the rapid handling mechanism of evil forces assaulting police cases,to strengthen the management of control tools,to establish and improve the timely and standardized public opinion guidance and control mechanism and to organize and carry out psychological counseling and soothing work.
