广东欠发达地区基层警务中的问题与对策研究——以A市为样本

On the Problems of Police Station Construction and Police work in Underdeveloped Areas of Guangdong Province and Countermeasures

当前广东省欠发达地区基层派出所普遍存在警力不足,老龄化严重;辅警待遇不高,流动性大;非警务活动多,维稳任务繁重;基础工作和设施落后,缺乏培训等现实问题。为此,在粤港澳大湾区建设背景下,需要突破条框限制,想方设法增加基层警力;改善民警待遇,提升辅警工资福利;实现警力下沉,与综治部门联动,激活基层治保力量;分流非警务活动,加大人财物保障,提高信息化水平;做好交流培训,提升警力、战斗力等对策,以加强和改进派出所建设提升维护基层安全稳定能力,实现基层公安工作可持续发展。

At present,there are many practical problems in grass-roots police stations in underdeveloped areas of Guangdong Province,such as insufficient police force,serious aging,low treatment of auxiliary police officers,large mobility,many non-police activities,heavy task of maintaining stability,backward basic work and facilities,lack of training and so on.Therefore,under the background of the construction of Bay Area in Guangdong,Hong Kong and Macao,it is necessary to break through the restrictions and try to increase the police force at the grass-roots level,improve the treatment of the police and enhance the salary and welfare of the auxiliary police,realize the sinking of the police force,cooperate with the comprehensive management departments,activate the grass-roots security forces,divert non-police activities,increase the security of people,property and improve the level of information technology,and do a good job of communication training and enhance the combat capacity of the police force in order to strengthen and improve the construction of police stations,enhance the ability to maintain grass-roots security and stability and realize the sustainable development of grass-roots public security work.
