TOPSIS法、RSR法及二者模糊联合方法对我国儿童保健工作质量的评价

Evaluation of the quality of child health care based on TOPSIS method,RSR method,fuzzy combination of TOPSIS method and RSR method

目的用3种方法评价2016年我国儿童保健工作质量,为相关部门制定政策提供参考依据。方法分别采用TOPSIS法、RSR法及二者模糊联合方法对2016年我国儿童保健工作质量进行评价。结果 2016年我国儿童保健工作质量排名前3名为上海市、北京市及吉林省,而排名后3名为青海省、新疆维吾尔自治区及西藏自治区。结论 TOPSIS法与RSR法模糊联合方法评价结果能克服单一使用TOPSIS法或是单一使用RSR的局限,其评价结果较为科学、合理。

Objective To evaluate the quality of child health care in 2016 based on TOPSIS method,RSR method,fuzzy combination of TOPSIS method and RSR method,provide a reference basis for decision-making of relevant departments.Methods TOPSIS method,RSR method,TOPSIS method combined with RSR method were used to evaluate the quality of child health care in China in 2016.Results In 2016,the top three child health care jobs with high quality in China were Shanghai,Beijing,and Jilin;the top three children care jobs with low quality in China were Qinghai,Xinjiang Uygur Autonomous Region,and Tibet Autonomous Region.Conclusion TOPSIS method combined with RSR method can overcome the limitations of single application of TOPSIS method or single application of RSR method,and the evaluation results of TOPSIS method combined with RSR method are scientific and reasonable.
