摘要 伴随着中国经济的高速发展,越来越多的用户需要接入电网,电力需求也日益增加,但接入电网后费用的分摊问题到目前为止仍没有一个统一的标准。该费用需要通过一定的收费机制(深度收费)并建立适当的价格模型来回收,同时需要明确终端用户的接入费用。从工程经济学和输电定价理论出发,利用关联矩阵推导了配电网节点边际容量成本的计算模型,通过IEEE-33节点配电网系统计算不同节点接入本工程后的节点边际容量成本,并计算得到本工程的容量成本,选择适合本接入工程的价格管制模型,由此计算得到本接入工程深度收费下的容量定价。 With the rapid development of China 's economy, more and more users need to access to the grid and the power demand is also increasing. But for the access to the grid, there is still not a unified standard for the cost sharing so far. The cost needs to be recovered by a certain charging mechanism(deep charge) and an appropriate price model, and the access cost of end users also needs to be clarified.Firstly, from the theory of engineering economics and transmission pricing, the paper derives the locational marginal capacity cost(LMCC)in the distribution network by using the correlation matrix. Secondly, the locational marginal capacity cost(LMCC) is calculated for different nodes accessing to the project by the IEEE-33 distribution network system. Finally, a suitable price regulation model is chosen for the special project, which is used to calculate the special project capacity price and quantity price under deep recovery mechanism.
