“六五”计划编制的指导思想演变探析

A Discussion on the Guiding Ideology in the Formulation of the “6th Five-Year Plan”

1978年十一届三中全会的召开,标志着中共放弃了沿袭已久的"以阶级斗争为纲"的路线,把党和国家的工作重点转移到社会主义现代化建设上来。而经济工作中长期存在的"左"的错误思想,使80年代初期高层推动的经济调整面临着诸多困难。在深刻总结新中国成立后30多年经济建设的经验教训基础上,全党上下才从根本上实现了经济工作指导思想的拨乱反正。作为改革开放后制定的第一个五年计划,"六五"计划的整个编制过程经历了十一届三中全会前后的两个时期。从最初毛泽东时代赶超战略的产物,到"文化大革命"后高层领导力推的"跃进"计划,再到"中国式的现代化"的发展规划,它反映了1978年以后经济建设思想的重大转变。

The convening of the Third Plenary Session of the 11th Central Committee in 1978 marked the beginning of CPC’s abandonment of the long-standing line'taking class struggle as the key link'and shifted the focus of party and state work to socialist modernization. However,the long-standing erroneous'leftist'thinking in economic work resulted in many difficulties in the economic adjustment promoted by the high-level leaders in the early 1980s. After summarizing the experience and lessons learned from the economic construction during the more than thirty years since the founding of the People’s Republic of China,the guiding ideology for economic work was fundamentally corrected by the entire party. As the first five-year plan formulated after the beginning of the reform and opening up period,the entire preparatory process for the Sixth Five-Year Plan consisted of two stagesone before and one after the Third Plenary Session of the 11th Central Committee. From the product of the catchup strategy of the Mao-era,to the'leaping forward'plan implemented by the political leaders after the'Cultural Revolution',and then to the development program for 'Chinese-style modernization',it reflects the post-1978 great transformation of ideas about economic construction.
