中国自贸区促进区域高质量发展与优化空间布局研究

Research on FTZ's role in Promoting Regional Development and Optimizing Spatial Arrangement

为了顺应全球化新趋势以及应对中国经济增长动力不足和政府体制弊端初显等一系列问题,中共中央决定进一步推进改革开放,设立自由贸易试验区。在"四大板块+三大经济带"的区域战略为背景的新时代,自贸区对于区域经济发展的试验效果决定了其未来的复制推广模式。通过创新投资管理制度,推进园区经济模式和改革政府监管制度,自贸区实现了促进所在区域经济发展和拉动所属区块经济增长的作用。在未来的自贸区建设过程中,自贸区选址策略向中西部倾斜,自贸区投资管理制度和园区经济制度的优化,地方政府监管制度的改革,各地积极匹配自贸区建立的基本条件是实现中国区域经济蓬勃发展的有效途径。

In order to adapt to the globalization and cope with a series of problems such as the lack of economic growth momentum and the emerging shortcomings of the government system,Chinese government decides to further promote the economic reform and establish free trade zones(FTZ).In the new era with the regional strategy of'four regions+three economic belts'as the background,the effect of the FTZ on regional economic development determines its future replication and extension pattern.By innovating the investing management system,promoting the park-district economy model and reforming the government supervisory system,the FTZ has achieved to promote the economic development of the region and drive the economic growth of its own block.In the future construction of FTZ,there are some effective strategies to achieve prosperous regional economic development:choosing the midwest areas as sites,optimizing FTZ’s investing management system and the park-district economy system,reforming the local government supervisory system and all regions positively matching with the basic requirements of the FTZ establishment.
