摘要 现代科技的发展极大地影响和改变了土地利用、管理和研究的方式、手段乃至理念。步入土地资源管理的'存量时代',突破现阶段土地工程科技的发展瓶颈,提升现代工程科技的话语权,发挥并凸显科技手段的杠杆作用以应对'五位一体'提出的新挑战则愈加关键。直面中国复杂而特殊的土地问题,尤其是基于新的发展理念和发展需求,需要对接国家土地管理转型的战略需求,基于新的信息通信技术,研究和发展适应中国国情的土地资源科学管控与智能管控理论、方法、技术和制度,加快构建新的学科范式,为新型城镇化进程中的问题破解乃至国家社会经济的转型发展提供必要的土地工程科技支撑。 The development of land engineering science and technology has greatly affected and changed the ways,means and even ideas of land use,land management and land research.Stepping into the'stock era'of land resource management,it is increasingly critical to break through the development bottleneck of land engineering science and technology at the present stage,enhance the discourse right of modern engineering science and technology,and give play to and highlight the leverage of scientific and technological means to cope with the new challenges posed by the'five-in-one'.Facing the complex and special land issues,especially based on the new concept of development and demand,it is necessary to meet the strategic needs of national land management transformation,research and develop theories,methods,technologies and systems of scientific control and intelligent control of land resources adapted to China’s national conditions based on new information and communication technologies,and accelerate the construction of new disciplinary paradigms,so as to provide support for the research on land science,problem solving in the process of new-type urbanization and even the transformation and development of social economy.
