多中心治理视角下省域大学生竞赛治理研究——以浙江省为样本

Analysis on the Governance of Provincial College Students' Contests from the Perspective of Multi-Center Governance: The Sample of Zhejiang Province

省域大学生竞赛治理是全国大学生竞赛治理体系的重要组成部分。大学生竞赛治理在治理基础、治理主体和治理行动方面与多中心治理理论具有较高的契合度,鉴于此,研究借用多中心治理框架,以浙江省为样本,分析了省域大学生竞赛治理的关键要素,具体包括权责明晰、激励支持、监督规范和问责评估,并基于此构建了省域大学生竞赛治理模型。在此基础上,从搭建多元利益主体平台、转变政府角色、明晰各方权责和激发办赛参赛积极性等方面提出省域大学生竞赛治理的改进建议。

The governance of the provincial college students’contest is the key content of the national college students’contest governance system.The paper found that college students’contest governance has a high degree of fit with the multi-center governance theory in terms of governance foundation,governance subject and governance actions.By using the multi-center governance framework and Zhejiang province as sample,the paper analyzed the key elements of provincial college students’contests governance,which including clarity of powers and responsibilities,incentive support,supervision and accountability assessment,and built a model of provincial college students’contest governance based on it.At last,from the aspects of building a multi-stakeholder platform,changing the role of the government,clarifying the rights and responsibilities of all parties and stimulating the enthusiasm,the suggestions for improving the ability of the provincial college students’contest governance were put forward.
