摘要
澳大利亚自90年代初起,陆续制定各项政策,将职业教育国际化作为应对国际挑战、满足国家政治与经济需求的有效工具。澳大利亚职业教育国际化政策的主要内容包括:加强职业院校与世界的联系、推动教职员工发展的国际化、促进学生的国际流动、保障跨境职业教育办学质量以及推进本国资格框架与国外相关资格框架的对接。其特点体现在:政策理念以持续改进与最佳实践为取向,政策制定以联邦政府为主体,政策内容以本土招生与境外办学为核心。借鉴澳大利亚相关经验,我国可完善来华留学教育法律法规;重视职业教育教职员工发展的国际化;保障本土和境外职业教育质量;实现我国资格框架与相关区域资格框架的对接。
Since the early 1990 s,Australia has formulated various policies to internationalize vocational education as effective tools to meet international challenges and national political and economic needs.The policies include strengthening the connection between vocational colleges and the world;propelling the internationalization of staff development,promoting the international flow of students,ensuring the quality of cross-border vocational education,and advancing the alignment of national qualification framework with the relevant international ones.The characteristics of them are:the concept is oriented to continuous improvement and best practices,the formulation is dominated by the federal government,and the content is centered on local enrollment and overseas schooling.Drawing on the experience of Australia,China can perfect the laws and regulations of studying in China,attach importance to the internationalization of staff development,guarantee the quality of vocational education both in local and overseas,and realize the alignment of Chinese qualification framework with relevant regional ones.
