院校治理视角下的高职教育质量年度报告制度:成就、问题与优化策略 被引量:10

The Vocational Education Annual Quality Reporting System from the Perspective of College Governance: Achievements, Problems and Strategies to Optimize the System

摘要 建立质量报告制度是高职院校立德树人、提高人才培养质量的重要举措,也是完善院校内部治理的重要途径。质量报告制度促进了院校理顺内外部治理关系,形成了良好办学环境;展示了办学经验、特色和成绩,形成了一批有影响力的育人成果;分析了面临的问题和挑战,探索了优化治理的现实策略。但部分院校在质量报告制度实施中认识不到位,尚未建立起质量报告发布制度;对质量的内涵理解不充分,难以全面反映学校办学情况;质量报告本身的质量有待提高,不能发挥院校治理量化工具的作用。高职院校要通过提高认识、全面把握质量的核心内涵、建立质量报告内部编写和发布机制以提升报告本身质量等策略,把质量报告制度作为优化院校治理的重要抓手,通过完善质量报告制度提高人才培养质量。 The Vocational Education Annual Quality Reporting System is established as an important measure for vocational colleges to strengthen morality and improve the quality of talents nurturing.Besides,it is an important channel to improve the internal governance of vocational colleges.The system facilitates colleges to reconcile the relationship between internal and external governance and therefore form a high-quality educational environment.The system also presents college management experience,characteristics and achievements and produces a number of influential educational achievements.Furthermore,it analyses the problems and challenges faced by vocational colleges and discusses the strategies to optimize governance.In the implementation of Quality Reporting System,however,exists some problems including:some colleges still do not fully understand the system and the quality report disclosure system has not been put in place,due to the incomplete understanding in terms of quality,some colleges do not fully reveal the college management situation and additionally,the Quality Reporting System plays an insufficient role of quantitative tools of vocational colleges governance as the the quality of the system itself still need to improve.Vocational colleges should take the Quality Reporting System as an important approach to optimize governance by means of cognizing and comprehensively grasping the core of quality,establishing internal writing and publishing mechenism for report refinement,to improve the quality of talents nurturing through the Quality Reporting System.
