摘要
应急物资储备是快速响应突发性自然灾害以及应急救援的基础,其中,应急物资储备的结构是应急物资库建设的重点。本文在对突发性自然灾害应急物资储备影响因素调查和分析的基础上,采用需求理论、库存理论和多目标决策等理论和方法对比了基于情景的不同自然灾害水平下的物资需求情况,进而采取不同的物资储备水平,并通过算例验证了模型的有效性,证明了基于情景的物资储备有利于对突发性自然灾害应急物资库存结构进行科学的有效的调整,从而为建立"情景-应对"型应急物资储备模式奠定基础。
The structure of relief material is not only the basic of the emergency management but also influencing the effect of the emergency rescue definitely.The aim of this paper is to present a new model of relief material storage structure system especially the appropriate quantity.The factors of emergency materials reserve based on situation are analyzed.Methods including demand theory,inventory theory and multi-objective decision-making are used to analyze the best relief material types and the proper quantity based on different disaster level.In such a way storage based on situation is optimized and the reserve structure is made scientifically and effectively.
