摘要
近年来,我国地方政府逐步将部分就业服务职能委托给资质合格的就业服务机构,形成了多元参与的竞争性就业服务供给格局。然而,公共就业服务部门在服务委托机构的选择中往往是在公开的资质要求上作出主观选择,缺乏客观量化的评价方法,这就无法保证选择结果的合理性。本文从探讨不同类型的就业服务提供者的相对比较优势出发,建立供应商选择指标体系。运用直觉模糊集理论,将决策者给出的主观评价信息转化为直觉模糊数,构造公共就业服务外部购买的供应商选择的直觉模糊多属性决策模型,并结合案例说明该模型的有效性。
In recent years,China local government gradually entrusts part of the employment service function to qualified employment service agencies,and diverses participation in competitive employment services supply pattern.However,the public employment services in the choice of the service commission is often subjective choices based on the qualification requirements,which can not guarantee the rationality of select results.The advantages of different types of employment service providers are exploved and the supplier selection index system is established.By applying the intuitionistic fuzzy sets theory,the subjective judgment information is transfered into intuitionistic fuzzy numbers.Then,the model of intuitionistic fuzzy multicriteria decision making to select the external suppliers which offer the public employment services is established.Finally,an illustrative example is given to verify the availability of the proposed model.
