摘要
港口的发展和其所在地区的经济发展之间有着重要的联系。本文以不确定条件下的港口物流系统为研究对象,基于分散式双层规划,并引入环境因素建立了二层多目标绿色协同港口物流模型。该模型将区域港口间物流系统优化作为上层决策问题,将各港口及其腹地间的物流系统优化作为下层决策问题,反映了港口的竞争力、环境污染、收益与成本以及运力配置的状况。由于不确定因素的存在,借助机会约束得到了可解模型,并通过交互式算法将二层规划转化为单层从而可进一步求解模型。最后通过一个数值算例证明了所提出模型的实用性,并通过基于上下层满意度水平以及面对不确定环境所事先设定的置信水平分别的灵敏度分析验证了模型的有效性。
The ports development is highly related to the local economy.The port logistic system in uncertain condition is taken as research object,and environmental factors are introdused to set up the bi-level multi-objective green collaborative port logistics model based on the decentralized bi-level programming in this paper.The upper decision maker in the model is the regional ports association or alliance and the lower decision makers are the government of the ports area,which reflects the competitiveness of the port,environmental pollution,the status of the income and cost,and the allocation of transport capacity.Due to the existence of uncertain factors,the chance operator is used to obtain a crisp model,and then the bi-level programming is transformed into a solvable single level one through an interactive algorithm.Finally,a numerical example is employed to test the proposed model and validate the effectiveness through the sensitivity analysis based on two situations regarding to the upper and lower satisfaction levels and the predetermined confidence levels of uncertain conditions.
