摘要
为了解决目前我国军工技术成果转化可行性评价过程中缺乏一个明确的军工技术成果市场价值的认定标准和规则,缺乏一个系统的军工技术成果转化可行性评价指标体系,以及评价数据处理时极少考虑到评价专家语言的多样性以及语义价值间的不等距性等三个问题。首先,基于军工技术成果的市场价值、军工技术成果供体的转化支撑能力、军工技术成果受体的转化支撑能力、外部主体的转化支撑能力等四个层面构建了我国军工技术成果转化可行性评价指标体系;其次,修正了传统的比例二元语义模型,修正后的模型既保留了传统模型的表达形式,还拓宽了其应用范围,且更易操作;最后,运用修正比例二元语义模型对某新一代移动通讯用超导接收系统转化的可行性进行评价,结果表明构建的评价指标体系和修正比例二元语义模型具有很好的适用性。
In order to deal with three key problems existed in the process of feasibility evaluation of Chinese military technological achievements transformation,firstly a feasibility evaluation index system of Chinese military technological achievements transformation is constructed according to market value of military technological achievements,provider's supporting capability of military technological achievements,acceptor's supporting capability of military technological achievements and other external parties' supporting capability. Secondly, the traditional proportional 2-tuple fuzzy linguistic representation model is modified. The modified model not only keeps the traditional model's representation form,but also expands its application fields. Finally,the modified model is used to evaluate transformation feasibility evaluation of a new generation system for mobile communication with superconducting receiving device. Then the evluation results show that the constructed index system and modified model have good appliability.
