我国稀土开发监管区域联动机制跟踪分析

Tracking and analyzing region-linkage mechanism of rare earth exploitation and management in China

稀土开发监管区域联动机制作为我国加强稀土开发管理的一项新手段运行了几年,收到一定效果,但至目前却基本偃旗息鼓了,没能再继续推行下去。为此,笔者从分析稀土开发监管区域联动机制启动的背景入手,对该机制启动及运行期间的相关情况进行了跟踪、梳理,实事求是地对稀土开发监管区域联动机制运行效果进行了客观总结。笔者认为区域联动机制的方向是正确的,有继续推进和深化的必要,继而提出探索深化稀土开发监管区域联动机制、加强疏堵结合的政策引导和改善、实施相关配套措施及奖惩制度、加大资金保障力度和相关政策支持、完善法律法规建设及行政责任追究机制等相关建议。

Region linkage mechanism of rare earth exploitation and management as a new method for strengthening the rare earth exploitation and management works for several years in China,which received a certain effect,but it did not to continue any longer.Therefore,author start with analyzing the background of region linkage mechanism of rare earth,trace the initiation of mechanism and related conditions,and then make an objective summary for the operation effect of development regulation region linkage mechanism of rare earth.The author believes that the overall direction of the regional linkage mechanism is correct.It is necessary to continue to advance and deepen,and then continue to further promote the development regulation region linkage mechanism of rare earth,strengthen the combination of unblocking policy's guide and improve,implementation of the relevant supporting measures and rewards system,increase the intensity of financial security and related policy support,perfect laws and regulations construction and administrative responsibility investigated mechanism and other related proposals.
