云南省核安全文化宣贯的实践与探索

Practice and exploration of propaganda and implementation for nuclear safety culture in Yunnan province

核安全是国家安全的重要组成部分,"理性、协调、并进"的核安全观为我国核安全的发展指明了新的方向。本文基于当前云南省核安全宣贯现状,对云南省辐射环境监督站在核安全文化宣贯工作方面进行的实践和探索,总结经验和不足,并提出建议,全力推动云南省核安全文化建设再上新台阶。通过分析,加强基层核与辐射安全监管机构和监管能力建设,促进督查专项行动的落实及明确核技术利用单位的安全责任主体意识是核安全文化顺利宣贯的关键所在。

Nuclear safety is an important component for national security,the concept of 'rational,coordinated,and hand in hand' present a new direction for the development of China's nuclear security.Based on the current status of nuclear safety of Yunnan Province,this paper introduced the practice and exploration of Yunnan Radiation Monitoring Station in the propaganda of nuclear safety culture,and summarize the experience and deficiency.This will put the nuclear safety culture construction of Yunnan province to a new level.By analyzing,it turns out that strengthening the regulation of nuclear and radiation safety regulators at the grass-roots level and ability construction,enhancing the implementation of safety responsibility consciousness supervision actions and making the responsibility more clearer for the security in the nuclear technology are the key points to the propaganda and implementation.
