建立地质调查项目承担单位质量管理考评指标的探讨

Discussion on the establishment of evaluation index of quality management of geological survey project

地质调查成果质量的好坏,直接影响到地质调查工作服务国家经济社会发展的水平。从地质调查项目的特点和当前质量监督管理工作现状来看,建立年度质量考核制度和项目质量考评机制,制订一套合理的质量考核指标,是项目质量长期稳定的保证,也是实现质量有效管理的重要手段。本文梳理了国内外地质调查项目质量管理及质量管理体系的现状,结合ISO9001质量管理体系和国土资源部地质勘查单位质量管理规范相关要求,对地质调查质量管理考评指标进行了探讨,在专家论证的基础上,提出了考评指标建立的原则、方法、内容与标准,为整体提高地质调查项目承担单位的质量意识和质量保障能力提供参考。

The quality of geological survey achievements directly affects the service level of national economic and social development.From the characteristics of geological survey project and the current situation of quality supervision and management work,the establishment of evaluation mechanism of project quality,and a reasonable quality evaluation index,is a guarantee of long-term stability of the project quality,and is an important means to realize effective quality management.This paper reviews the current situation of domestic and foreign geological survey project quality management and quality management system,combined with the requirements of the Ministry of land and resources related to quality management standard of geological exploration units and the requirements of ISO9001 quality management system.The evaluation indexes of quality management of geological survey are discussed.Based on the expert demonstration,the paper put forward the principle,method,contents and standards of establishing the evaluation index,that provide the reference of improving the quality knowledge and overall quality assurance ability of geological survey projects units.
