摘要
近20年来,科技评价已成为许多国家现代科技管理的必要手段和科学决策的重要依据。本文对英国、美国、日本等国科技成果评价进行了梳理,英国建立的REF科研质量评价体系,美国侧重于整体绩效评估,日本强调的课题评价制度,尽管各国的科技评价制度不同,但都逐步建立了趋于社会化的成果评价体系,这些成功的做法都是值得我们学习和借鉴的。
Over the past twenty years,evaluation of science and technology achievements has become the necessary means of modern science and technology management and an important basis for scientific decision-making in many countries.In this paper,we sorted out the science and technology achievements of UK,USA,Japan and other countries,UK developed REF scientific research quality evaluation system,the United States focused on the overall performance evaluation,Japan emphasized the subject evaluation system.Although based on different evaluation system is,they all have gradually established a socialization system of the evaluation,all these successful practices from which we may draw experiences or learn.
