加强海峡两岸高等教育交流与合作的思考

The Positioning of Strengthening theCooperation and Communication ofHigher Education between theTwo Sides of the Taiwan Strait

海峡两岸积极回应高等教育国际化,在办学体制、管理体制、投资体制等宏观运作体制上具有相同之处,两岸高等教育优势互补等因素都是新形势下进一步加强两岸高等教育交流与合作的有利基础;但在两岸交流与合作实践中,仍存在学历学分互认、台湾对大陆招生限制政策、学生交流时限等体制性障碍和政策壁垒。为此,文章主张两岸高等教育应密切合作,从国际化的战略高度来考量两岸高等教育发展,积极采取措施推动两岸高等教育交流与合作制度化,并从多方面进一步拓展两岸高等教育交流与合作的深度和广度。

This paper study suggested that the two sides of the Taiwan Strait positively respond to higher education internationalization,have similar macro operation system such as educational system,management system,investment system.Under the new situation,higher education complementary advantages of the two sides are favorable foundation to further strengthen exchange and cooperation.In practice,however,there are still have some systematic obstacle and policy barrier,for example credit and school record mutual recognition,recruit mainland students policy of Taiwan,exchange duration.Therefore,the two sides should be close cooperation,plan development strategic,take active measures to promote systematic process in exchanges and cooperation under the international context,expand exchanges and cooperation intensively and extensively.
