台湾技专院校因应招收大陆学生来台就学之对策

The policy of Taiwan’s junior collegesand universities of scienceand technology on enrollingChina's Mainland students

技职教育曾为台湾创造许多璀璨的经济奇迹,技专院校为适应台湾的经济成长,由专科、技术学院一直到设有博硕士学位的科技大学。一贯化的教育体制,摆脱了技职教育只重实务缺乏理论的污名。尤其是近年来受到全球金融海啸及经济不景气的影响,台湾的技职教育又开始受到重视。面对少子化的冲击,技专院校应如何维持合理的运作规模,同时展现自己的办学特色,据以吸引大陆学生前来就读,此为本文之旨意。综观两岸的发展,有相同的语言、文字、生活习俗及文化传统。2008年12月两岸'三通'之后,两岸的经济、文化、教育、学术、观光等活动更为频繁与热络。对于大陆学历采认及招收大陆学生来台就学之政策,已是抵挡不住的趋势。换言之,台湾采认大陆高等院校学历及招收大陆学生来台就学,俟相关法制完备即可正式施行。技专院校借此政策施行的转型阶段,如何未雨绸缪,把握千古难逢的大好时机,一方面促进两岸交流,另一方面吸引大陆学生来台就学,继而协助台商发展产业,有其长远的利基。本文以文献分析法归纳及剖析相关问题,提出相关对策与建议,作为技专院校招收大陆学生来台就学的因应之道。

The vocational and technical education helped create the economic miracles in Taiwan.Facing the economy growth of Taiwan,the junior colleges and universities of science and technology have transformed from the junior colleges,and colleges of technology into universities of science and technology with master’s degree and PhD programs.The vocational and technical education has got rid of the misconception of emphasizing on practice experience rather than theoretical knowledge.Due to the financial tsunami and the economy in a slump,people start to pay close attention to vocational and technical education.Thus,the study identifies that when facing the impact of decline of childbirth,how the universities of science and technology maintain reasonable operation and show their distinguishing features to attract students from China's Mainland to apply.From a comprehensive view of Greater China area,the language,texts,customs and tradition are almost the same.Since the direct links between the two sides of the Taiwan Straits in December 2008 the activities of economy,culture,education,academic and traveling are more prosperous.It is an inevitable trend of admission of the schooling record of China and enrollment of students from China.In other words,if the related laws are complete and ready,it is possibilities of admission of the schooling record of China and enrolling China's Mainland students.Facing such changes,the junior colleges and universities of science and technology have long-lasting niche if they are prepared to hold the great opportunities,take actions to promote the cultural and educational exchange,attract China's Mainland students to study in Taiwan,and further assist Taiwan Residents businessmen in China's Mainland to develop their industries.This study analyzes and synthesizes related questions based on literature review and provides strategies and suggestions to respond to the trend of enrolling China's Mainland students.
