摘要
2002年台湾颁布《终身学习法》,明定'中央'主管机关为激励'国民'参与终身学习意愿,对非正规教育之学习活动,应建立学习成就认证制度,并作为入学采认或升迁考核之参据。据此'教育部'2003年通过《非正规教育学习成就认证办法》,并于2006年正式委托台湾师范大学设置'非正规教育课程认证中心',试办非正规教育课程认证,并订定《非正规教育课程认证试办作业要点》,目前台湾实行方案中心取向的资格认证即课程认证。至2009年11月,认证中心试办非正规课程认证已届满三年,因此本文的目的即在于分析非正规高等教育课程认证制度在台湾的实施现况,以及所面临的挑战与未来的展望。本文归纳相关意见与研究后,将提出结论与建议,以作为未来拟定相关政策之参考。
The release of“The Lifelong Learning Act”in 2002 was followed by the set up of“Regulation for Non-formal Education and Learning”in 2003.According the Act the Ministry of Education commissioned the National Taiwan Normal University to establish the Non-formal Education Programs Accreditation Center-[NEPAC]in November 2006.A system of accreditation for non-formal higher education is in developing in Taiwan.According the above Act the Center is temperately conducting in its first three-year from 2007 to 2009,and this accreditation model that the center is implementing is a program-oriented one.After three years implementation,it is therefore essential to review the challenges,future developments of accreditation on non-formal higher education and based on the above discusses,it is possible to draw feasible strategies and implications for non-formal higher education in Taiwan.
