提高高等教育质量,建设高等教育强国,应当高度关注新建本科院校的发展。本文认为与地区社会经济依存共生是国际高等教育发展的基本潮流,并从能级结构位置、服务面向与培养目标定位等分析了与地区社会经济依存共生是新建本科院校发展的现实需要,并提出新建本科院校与地区社会经济依存共生的若干实现策略。

In order to enhance the quality of higher education and to construct a powerful country in this field,great attention should be paid to the development of new undergraduate colleges.Through the introduction of the development of higher education in both America and England,this paper expounds the fact that it is the basic trend for international higher education to exist and survive with regional community economy.It also analyzes its realistic needs from the viewpoints of the structure position of energy level,service range and the training target orientation.Finally,the strategy of realizing this aim has been put forward.
